It sounds like it's only for select users but if you're thinking of switching, it doesn't hurt to call.
I've been with them on PAYG for at least 5 years so maybe it's for long time users.
I'm not planning on switching since I only spend $100/year :D And if anything I'd go to Wind's Prepaid. (Been tempted to switch but I want to get a BB10 phone and am not sure if their phones support AWS bands)
