Nope, not an april fools joke. From April 12th T-Mobile will be selling the new iPhone 5 at $579 outright. It will work on every carrier including Wind Mobile, Mobilicity and Videotron. Every iPhone purchased from April 12th will become pentaband. For us Canadians, we'll be able to purchase it Unlocked from the Apple store at $699.99 and use it on any Carrier or anyone willing to travel to the states or has a friend can buy it at $579 from T-Mobile, unlock it and use it as you please.

Wind Mobile has also tweeted and updated their facebook status confirming the details and to stay tuned for more details, who knows... maybe a promo will be in place at Wind Mobile to bring your unlocked iPhone 5 and activating with them.
Good news here is that future iPhone's should all be compatibile with Wind/Mobi including the older one's as T-Mobile will be releasing the 4 and 4S as well.
