I called TenTenTel and asked about their corporate structure. They told me that they acquired Simconet and "upgraded their lines". It wasn't very specific, but it was enough for me to give them a try anyway.
In Rogers land, their pricing is as follows (upload speeds pulled from simconet and other TPIAs):
$34.99/month 75/10 1st year, 39.99/month after that
$44.99/month 150/20 ongoing
$79.99/month 300/20(?) ongoing
For Cogeco:
39.99 40(10?)
49.99 60/10(?)
69.99 120/10(?)
Modem shipping costs $10 (next day) or you can pick up at 2967 Dundas St. W, Toronto for free during their business hours.
I suspect they use Cogent as their peering provider, same as what carrytel does. You can tell if you run a tracert to any address and do an IP lookup for the addresses.
Modem/WiFi router combo and installation is at no extra cost. I forgot to ask the rep if they were CGN3s, but they told me I should receive it by Monday and I'd be happy to report back to this thread if there is sufficient interest. On cancellation the rep told me a shipping label would be provided free of charge to return the modem/router combo.
I am currently subscribed to carrytel and the service has been great (with 1 major outage that you can view on the homepage).

I see that Simconet has poor google reviews, but with any service, most of the people that submit reviews are going to be complaining. I did find several positive reviews on Reddit and other websites but it seemed inconclusive. Most of the reviews complain about billing or speeds but don't offer information on what specifically was the issue, such as the last-mile line connected to the home, TenTenTel/Simconet peering, DNS issues, etc. If these issues are not the fault of TenTenTel/Simconet then (arguably) those reviews should be on Bell/Roger's page instead (although please, let's keep the discussion about "I pay <TPIA> to deal with Rogers/Bell for me!" to a different thread).
I'd be happy to run tests during peak times to see if they throttle or manage traffic in any way.
I plan to run the following tests:

speedtest (via fast.com)
bittorrent for linux ISOs
